Here is how I got it. took a couple of hours. I could have gone faster but this Zombie invasion kept infecting me lol.
You are probably currently friendly or above with Booty Bay. Select At WAR with Booty bay so that you are able to attack guards/citizens.
HATED TO HOSTILE
This is the hardest part of this grind. If you are at 0/36000 (Some have less or more) you will need to kill 1,440 Booty Bay Bruisers. Each time you kill a Bruiser you will lose 125 rep from Booty Bay and gain 25-28 rep with Bloodsail. I was averaging 27 rep
HOSTILE TO UNFRIENDLY TO NEUTRAL
Getting to unfriendly only takes 120 kills and another 120 to neutral!
At this point you might be Hated with Booty Bay. If you just stand in Booty Bay a guard will appear. So this is the best place to stand when Hated with Booty Bay.
NEUTRAL TO FRIENDLY
Just 6000 more rep to grind just keep doing the same strategy as before, and again going any where in Booty Bay will agro guards.

FRIENDLY TO Bloodsail Admiral!
Go out to 30,91 and talk to Fleet Master Firallon to get the quest Avast Ye, Scallywag, then get Avast Ye, Admiral
Now you need to Just need to kill Baron Revilgaz and Fleet Master Seahorn.
Too Many guards so i ran into the Inn died and rezzed at the Fleet master. They have like 5k hp or something. Easy kills jump in water and swim away!!!! Turn in quest and there ya go! Bloodsail Admiral title a pet parrot and a cool hat and pirate clothes!!

Mounts to be usable on water!
During BlizzCon, Blizzard surprised the audience by responded to the question of when mounts will be usable in dungeons. One of the annoying things in the game is times when you're trying to cross a river or lake, only to get dismounted and have to summon your mount again after you cross. Well, Ghostcrawler in a BlizzCon exclusive says that will soon be a thing of the past. All ground mounts will be usable in water in the first patch following Wrath of the Lich King
